ЕКОНОМІЧНА БЕЗПЕКА УКРАЇНИ В УМОВАХ КРИЗОВИХ ВИКЛИКІВ: ФІКТИВНА ДІЯЛЬНІСТЬ СУБ’ЄКТІВ ГОСПОДАРЮВАННЯ ТА УПРАВЛІННЯ ЕКОНОМІЧНИМИ РИЗИКАМИ

Анотація. У статті досліджено проблематику забезпечення економічної безпеки України в умовах кризових викликів, зокрема крізь призму фіктивної діяльності суб’єктів господарювання та необхідності вдосконалення системи управління економічними ризиками. Обґрунтовано, що в умовах воєнної, фінансової, інституційної та соціально-економічної нестабільності фіктивна діяльність підприємств набуває особливо небезпечного характеру, оскільки сприяє ухиленню від оподаткування, незаконному виведенню коштів, викривленню конкурентного середовища, тінізації економіки та зменшенню ресурсної бази держави. Визначено, що фіктивні суб’єкти господарювання можуть використовуватися як інструмент приховування реальних бенефіціарів, формування безтоварних операцій, легалізації доходів, мінімізації податкових зобов’язань і створення штучних фінансових потоків. Проаналізовано взаємозв’язок між фіктивною підприємницькою діяльністю, економічними ризиками та загрозами економічній безпеці держави. Обґрунтовано необхідність переходу від переважно реактивної моделі протидії економічним правопорушенням до ризик-орієнтованого підходу, що передбачає аналітичне виявлення ризикових операцій, посилення міжвідомчої взаємодії, цифровізацію контролю, прозорість бенефіціарної власності та удосконалення превентивних механізмів економічної безпеки.
Abstract. The article examines the issue of ensuring Ukraine’s economic security under crisis challenges, particularly through the prism of fictitious activities of business entities and the need to improve economic risk management. It is substantiated that under conditions of military, financial, institutional and socio-economic instability, fictitious business activity becomes especially dangerous, as it contributes to tax evasion, illegal withdrawal of funds, distortion of the competitive environment, shadowing of the economy and reduction of the state’s resource base. The article determines that fictitious business entities may be used as instruments for concealing real beneficiaries, creating sham transactions, laundering proceeds, minimizing tax liabilities and forming artificial financial flows. The relationship between fictitious entrepreneurial activity, economic risks and threats to the economic security of the state is analyzed. It is proved that counteracting fictitious activity should not be limited to punitive measures after violations have already occurred. Instead, it requires a transition to a risk-oriented model based on analytical identification of risky transactions, interagency cooperation, digitalization of control procedures, transparency of beneficial ownership, financial monitoring and development of preventive mechanisms. The article emphasizes that the effectiveness of economic security policy depends on the state’s ability to combine control over high-risk operations with protection of bona fide business, reduction of excessive administrative pressure and formation of transparent rules for economic activity. It is concluded that strengthening the risk-oriented approach to economic security management will contribute to reducing the shadow economy, increasing budget revenues, improving the investment climate and enhancing Ukraine’s economic resilience under prolonged crisis conditions.
